Salary: £51,802 – £61,609 annum. We also have an excellent pension scheme with an employer contribution of 19%.
To support the Director of Finance, Audit and Assurance to set the direction for the Unit and lead the delivery of an effective and efficient whistleblowing and fraud investigation service for the Housing Executive. You will lead from the front in ensuring a robust Policy framework is in place to deal with whistleblowing and fraud effectively and ensure the delivery of a professional, proactive and customer orientated approach in support of Housing Executive objectives. The essential criteria are detailed in the Candidate Information Pack. Candidates must meet the following requirements: · 1. A) Post Graduate Diploma or equivalent Level 7* relevant qualification (e.g. Investigations, Compliance, Internal Audit, Governance, Fraud or Whistleblowing). OR · B) Can demonstrate equivalent underpinning knowledge which must include a relevant Level 6* qualification plus continuing professional development e.g. accreditation with a relevant professional body, e.g. Investigations, Compliance, Internal Audit, Governance, Fraud or Whistleblowing). *Refer to Qualifications Framework for equivalencies · 2. Must have at least 3 years’ relevant experience managing an investigation service including management of complex investigations in relation to fraud and whistleblowing. (Please include dates) · 3. Fully conversant with legislation relevant to the role. 4. Relevant experience in at least 4 of the 5 areas below: · A) Providing specialist counter-fraud or whistleblowing advice and guidance on complex matters to senior management. · B) Leading/influencing others to ensure the successful and timely completion of a demanding caseload. · C) Developing and implementing policies and procedures relating to fraud and whistleblowing. · D) Liaising with a range of internal and external stakeholders including government agencies. · E) Managing and reporting on performance of the Unit to senior management. · 5. Possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full
Desirable Criteria: · 1. Current professional membership of a relevant body OR can demonstrate ability to obtain this within 1 year of commencement. · 2. Managing a team in the delivery of investigative services. · 3. Experience of Court procedures, including giving evidence in court.
